To compile the scripts.dll on win32, you need Microsoft Visual Studio .NET 2003. Only Microsoft Visual Studio will work, other compilers (such as Borland, Watcom/OpenWatcom, MingW, Cygwin, Dev-C and so on) will not work.
Visual Studio 6, Visual Studio .NET 2002 and Visual Studio 2005 may work but I make no gaurantees that the result will work the same as it does on .NET 2003.
If you have the right files and can get the vcbuild program to work the Microsoft Visual C Toolkit 2003 will also work, as it contains the same compiler as Microsoft Visual Studio .NET 2003.
